Dr. Max Hilaire is a professor and chairperson of the Political Science Department at Morgan State University and a professor at the University of New York in Prague. He holds an M.A, M.Phil, and Ph.D degrees in International Relations from Columbia University in New York. His expertise includes public international law, international human rights, and international humanitarian law, United Nations Law, and U.S. foreign relations law. He is the author of four books.
